“It is not how much we spend on healthcare, but how we spend the least resources to achieve the best outcomes.” This is Singapore’s approach to facing healthcare challenges, as shared by Health Minister Mr Gan Kim Yong at the Economist Conference on Healthcare in Asia on 28 Mar 2012. The first strategy in this regard is focusing on evidence-based interventions which have proven to yield good clinical outcomes. The second strategy involves adopting a systems approach in planning healthcare delivery, transcending institutional boundaries to ensure high quality, integrated care at the patient level. And the third strategy is to focus on cost effectiveness in the delivery of healthcare, and not just cost per se. This involves reducing inefficiencies and discouraging over-consumption, while at the same time innovating, increasing productivity and developing new cost-effective models of care.
