The state of health in Singapore is internationally regarded and consistently ranked by the World Health Organisation (WHO) to be among the world's best. In its last World Health Report on health systems, Singapore was ranked 6th out of 191 countries and top in Asia for our health system.
To help us achieve these health outcomes, Singapore has in place a comprehensive healthcare delivery and financing system built on pursing the following objectives:
- Promote Good Health and Reduce Illness
- Access to Good and Affordable Healthcare
- Pursue Medical Excellence
To ensure that all Singaporeans have access to affordable basic healthcare, basic medical services at public hospitals and polyclinics are heavily subsidized by the Government.
At the same time, to ensure sustainable financing, patients are required to co-pay the cost of medical services which they use. Individuals are also encouraged under the 3M framework to take responsibility for their own health by saving for medical expenses. To help deliver quality healthcare in a cost-effective manner, Singapore has a dual system of healthcare delivery supported by both public and private sector players. Notably, public providers are clustered into 2 groups - National Healthcare Group (NHG) and Singapore Health Services (SHS). Patients are free to choose the providers within the dual healthcare delivery system and can walk in for a consultation at any private clinic or any government polyclinic.
