Couples to benefit from more flexible Medisave use for Assisted Conception Procedures

From 1 October 2013, the Ministry of Health (MOH) will be lifting the three-cycle cap for Medisave claims for Assisted Conception Procedures (ACP)1, so that couples can have greater flexibility in using Medisave to pay for their ACP treatments.

2. Currently, Medisave can be used for ACPs at any public or private Assisted Reproduction (AR) centres. The Ministry has enhanced this over the years to support couples in having children. Besides the use of Medisave, MOH also provides Singaporean couples government co-funding for Assisted Reproduction Technologies (ART) treatment at the public hospitals, which was enhanced in January 2013 as part of the Marriage and Parenthood Package. Since then, some Singaporeans have asked for more flexibility in the use of Medisave to complement the enhanced co-funding scheme.

3. MOH will lift the three-cycle cap for Medisave claims for ACPs to provide more flexibility. Currently, the Medisave withdrawal limit for ACPs is $6,000 (first treatment cycle), $5,000 (second treatment cycle) and $4,000 (third treatment cycle). With couples now claiming less Medisave than before per cycle due to the enhanced government cofunding for ART, we will allow couples to use Medisave for more than three cycles, with the fourth and subsequent cycles, subject to a $4,000 limit each. To ensure that couples do not deplete their Medisave prematurely, the cumulative Medisave use allowed for ACP will remain at $15,000.

1 The types of ACP methods range from artificial insemination techniques to ART treatments such as In-vitro Fertilization (IVF) and Intra-cytoplasmic Sperm Injection (ICSI).
