Seniors' Mobility and Enabling Fund

The SMF supports caregivers in caring for seniors at home. It provides subsidies to offset the costs of assistive devices and home healthcare items.

Who is Eligible?

Home Healthcare Items

  1. Care recipient must be Singapore Citizen (SC);
  2. Care recipient must be aged 60 years and above; 
  3. Care recipient must undergo assessment to determine the need and type of consumables home healthcare items needed (to be done by service providers); 
  4. Care recipient must be receiving services from:
    a. A home care provider;  
    b. Singapore Programme for Integrated Care for the Elderly (SPICE) programme or Integrated Home and Day Care (IHDC) Packages; or 
    c. A home palliative care provider;
  5. Care recipient and his/her household has per capita household monthly income of $2,000 or less or Annual Value (AV) of residence reflected on NRIC of $21,000 and below for households with no income; and 
  6. No other sources of concurrent subsidy for similar consumables home healthcare items.

Assistive Devices

  1. Care recipient must be Singapore Citizen (SC); 
  2. Care recipient must be aged 60 years and above; 
  3. Care recipient must undergo assessment to determine the need and type of mobility device (to be done by a qualified therapist or relevant professional); and
  4. Care recipient and his/her household has per capita household monthly income of $2,000 or less or Annual Value (AV) of residence reflected on NRIC of $21,000 and below for households with no income.

Caregivers Training Grant (CTG)

The CTG supports caregivers of seniors and those with disability, including family members and Migrant Domestic Workers (MDW), to attend caregiver training courses so that they can equip themselves with the necessary skills to care for their care recipients and themselves. The CTG provides subsidies of up to $400 per eligible care recipient per year.

Who is Eligible?


  1. Care recipient must be Singapore Citizen (SC) or Permanent Resident (PR);
  2. Care recipient must be aged 65 years old and above, or be certified to have a disability by a doctor; and
  3. Caregiver must be the main caregiver (immediate family member or FDW) looking after the care recipient and must complete any of the CTG-approved training courses.
 

Home Caregiving Grant (HCG)

The Home Caregiving Grant (HCG) provides a monthly cash payout of up to $400 that can be used flexibly to defray caregiving costs for eligible individuals with permanent moderate disability living in the community. 
The HCG replaced the Foreign Domestic Worker Grant in October 2019. As announced under the White Paper for Singapore Women’s Development, the HCG was enhanced from $200 per month to $250 or $400 per month to further defray caregiving costs, with more help provided to lower-income households. Eligible beneficiaries would receive the enhanced payout from March 2023.

Who is eligible?

1. Citizenship. Care recipient must be a Singapore Citizen (SC); OR a Permanent Resident (PR) with a parent, child, or spouse who is an SC;

2. Disability. Care recipient must always require some assistance with at least 3 ADLs;

3. Means-Testing (refer to table below).

Migrant Domestic Worker (MDW) Levy Concession for Aged Persons and Persons with Disabilities

The MDW Levy Concession supports households who need to hire a MDW to care for seniors or persons with disabilities. Eligible households will pay a lower concessionary MDW levy of $60 a month.

Who is Eligible

If care recipient is Singapore Citizen (SC) 
1. Care recipient, MDW employer and MDW must reside in the same address; and
2. Care recipient must always require some assistance with at least 1 ADL or Care recipient is at least 67 years old*
*Seniors who meet the age, citizenship, and residential eligibility criteria do not need to apply for MDW Levy Concession as MOM will process the levy concession automatically with the MDW application.

If care recipient is Singapore Permanent Resident (PR)
1. Care recipient must always require some assistance with at least 1 ADL and is the parent, child, or spouse of the SC MDW employer; or is at least 67 years old, and is the parent, parent-in-law, grandparent, or grandparent-in-law of the SC MDW employer; and
2. Care recipient, MDW employer and MDW must reside in the same address
