Community Health Assist Scheme

The Community Health Assist Scheme (CHAS) was introduced by the Ministry of Health in 2012. The scheme enables Singapore Citizens from lower- to-middle income households, as well as all Pioneers, to receive subsidies for medical and dental care at participating General Practitioner (GP) and dental clinics.

Who is eligible?


You qualify for CHAS if you are a Singapore Citizen and:

  • Your household monthly income per person is $2,000 or below; or
  • You have no household income and the Annual Value (AV)* of your place of residence as reflected on your NRIC is $21,000 and below.

 * AV is assessed by IRAS. An AV of up to $21,000 covers all HDB flats and some lower-value private properties.

As a CHAS/Health Assist or Pioneer Generation cardholder, you can also enjoy subsidised referrals to Specialist Outpatient Clinics (SOCs) located at Public Hospitals or National Dental Centre when required.

How can I apply?

You will need to complete an application form. You only need to submit one form per household.

Please send the completed and signed application form to P.O. Box 680, Bukit Merah Central Post Office, Singapore 911536.
If anyone in your household is not a Singapore Citizen, please also include copies of their foreign identification documents (e.g. work permit/long term visit pass).

How do I use the CHAS Scheme?

If your application is successful, all eligible members of your household will receive an individual CHAS/Health Assist card in their name. The card indicates the subsidy tier you qualify for (CHAS Blue or CHAS Orange) and is valid for two years. Pioneers won’t receive a CHAS card but can use their Pioneer Generation card at any CHAS clinic to obtain CHAS subsidies.

Simply present the card at a CHAS-participating GP or dental clinic when seeking treatment.

You will receive an itemised bill for your treatment clearly outlining the costs for treatment.

Points to note

First time visit: Please also present your NRIC upon registration (or birth certificate for cardholders under 15 years old).
By using your CHAS/Health Assist or Pioneer Generation card at a CHAS clinic, you consent [link] to allow your doctor/dentist to disclose your personal information to the Ministry of Health (including its authorised agents).

Upcoming Enhancements


From 1 November 2019, CHAS cardholders can enjoy enhanced CHAS subsidies at participating CHAS clinics. During the Committee of Supply Debate 2019, details of these enhancements were announced.

These enhancements will allow Singapore Citizens to benefit from more affordable chronic care at participating CHAS clinics, and enable greater anchoring of chronic care in the community. 

From 1 November 2019, CHAS will be enhanced in three ways:

  • CHAS will be extended to cover all Singaporeans to cover chronic conditions. There will be an additional CHAS Green tier.

  • Existing complex chronic subsidies for CHAS Blue and Orange will be increased.

  • CHAS Orange cardholders will receive subsidies for common illnesses.

The enhanced CHAS subsidies are reflected in the table below. Merdeka Generation (MG) cardholders can also receive special CHAS subsidies.

The Ministry will be simplifying the CHAS application process to make it more convenient for CHAS applicants. With the changes, only one household member needs to submit an application on behalf of his/her household members, and they will be kept informed via text messages or hardcopy letter. From September 2019, Singaporeans will also be able to apply for CHAS online. 

In addition, we will be updating the CHAS dental guidelines based on the prevailing standards of care for dental patients, to ensure appropriate care for patient needs and appropriate use of subsidies.You may download the dental subsidy schedules below.
