HCSA Consultations


Your views are important to us! The Ministry of Health will be conducting a series of consultations on the new Healthcare Services Act (HCSA) requirements. More information on the respective consultations is appended below.


HCSA Amendments Consultation [ENDED]

Consultation Period: 12 Oct to 11 Nov 2022

Since the enactment of HCSA in 2020, MOH has engaged extensively with various stakeholders and noted several areas where enhancements can be made to the regulatory framework. The past two years have also seen the rapid mainstreaming of newer, non- brick-and-mortar models of care, in part due to the opportunities that surfaced while managing the COVID-19 pandemic. As such, MOH is amending HCSA to further strengthen safeguards for patient safety and welfare, as well as enhance operational efficiency and reduce regulatory burden for licensees.

Dental Service Consultation [ENDED] Consultation Period: 15 Oct – 28 Nov 2022


Dental clinics under PHMCA will transit to HCSA in Phase 2. The objectives of these sessions are to provide information on the new licensing requirements for dental services under the HCSA, and to seek feedback from generalist and specialist Dental Clinic licensees.

Thank you for those who have attended the live virtual consultation sessions and have provided your feedback to us. We are currently reviewing all feedback received. Once finalised, details on the transition from PHMCA to HCSA and the regulations will be uploaded on the HCSA website.

Medical Service Consultation [ENDED]
Consultation Period: 22 Oct – 4 Dec 2022


Medical clinics under PHMCA will transit to HCSA in Phase 2. The objectives of these sessions are to provide information on the new licensing requirements for medical services under the HCSA, and to seek feedback from doctors, general practitioners and specialist Medical Clinic licensees.

Upcoming HCSA Phase 2 Consultations

In the coming months, MOH will also be conducting consultations for the following services:

1.       Ambulatory Surgical Centre Service
2.       Outpatient Renal Dialysis Service
3.       Assisted Reproduction Service
4.       Acute Hospital Service
5.       Community Hospital Service
6.       Nuclear Medicine Service
7.       Human Tissue Banking Service

The consultation details for these services are being finalised. MOH will contact the relevant licensees on the respective consultations via email. Updates will also be posted on go.gov.sg/hcsa-consult as well. Please do keep a look out for any updates sent by MOH via HCSA_Enquiries@moh.gov.sg .

New Licence Conditions for Phase 1 Licensees
There are currently no new licence conditions which MOH is seeking feedback on from Phase 1 HCSA Licensees.
