MOH Approved Facility Certifier




1. General

MOH - Approved Facility Certifiers (MOH-AFC) are independent laboratory certifiers approved by the Ministry of Health (MOH) to have the necessary experience and are credible in certifying biosafety level 3 containment facilities.

2. Criteria / Eligibility

MOH-Approved Facility Certifier (MOH-AFC) must have a minimum of 2 members and should be comprised of at least 1 microbiologist and 1 engineer.

  1. Microbiologist
    A person having expertise in microbiology, and knowledge in the physical and biological sciences, and laboratory practices.
  2. Engineer
    An Engineer is someone who is trained or professionally engaged in a branch of engineering (e.g. mechanical, civil, electrical, chemical, industrial, etc).
  3. Company
    The organization and the members of the certification team should have experience in certifying and/or commissioning BSL 3 facilities.

Application Procedure

Applicants interested to apply as MOH- Approved Facility Certifier (MOH-AFC) may apply online via the e-services of the Biosafety website or alternatively, download the application form and send the duly accomplished application form together with all the relevant documents to the Ministry of Health.

Note that if you would submit your application using the downloadable application form, you are still required to register online once the application has been approved by the MOH.

4. Requirements

The following documents are to be attached to the application for MOH - Approved Facility Certifier

  1. Certifier
    1. At least three (3) testimonials from previous BSL 3 clients stating that the applicant had certified the BSL 3 facility
    2. Curriculum vitae of the team members, to include academic and professional certificates
    3. Internal Standard operating procedure detailing methods to ascertain that the BSL 3 facility under certification has the necessary engineering and administrative control, as stated in the MOH checklist, to ensure safe practices
  2. Organization
    1. Background and history
    2. Experience in certifying and/or commissioning of any BSL 3 facilities
    3. Any accreditation received

5. Fees

Currently, the Ministry of Health does not charge any fees for the application as MOH-Approved Facility Certifier.

6. Processing Time

The processing time for an application as MOH-Approved Facility Certifier (MOH-AFC) will depend on the completeness and accuracy of the data in the application form and supporting documents submitted which is necessary in the processing of the application.

7. Validity of MOH- Approved Facility Certifier

The validity of registration as an MOH-Approved Facility Certifier is up to 5 years depending upon the discretion of MOH and is subject to renewal.

MOH has the right to revoke the approval if the facility certifier refuses to accept new requirements or fails to comply with the requirements given by the MOH.

The MOH Laboratory Certification Checklist was devised based on the 3rd edition of the WHO Laboratory Biosafety Manual Certification Checklist and the local requirements based on the Biological Agents and Toxins Act (BATA).
