1. General

The Biosafety Committee means a biosafety committee appointed under 
section 39 of the Biological Agents and Toxins Act (BATA). The committee is comprised of persons specified in the Sixth Schedule of the BATA.

2. Overall Responsibilities

1. Conduct risk assessments in relation to the activity proposed to be carried out.
2. Devise such measures for the management of the risks that may arise from the proposed activity; and
3. Formulate such other policies, programmes and codes of practice as may be necessary for
   1. the proposed activity to be carried out safely at the facility; and
   2. the training of staff who will be involved in the carrying out of the proposed activity
4. Review every 2 years or earlier, as may be appropriate, all measures, policies, programmes or codes of practice devised or formulated by it and shall immediately inform the operator of the facility of any change to such measures, policies, programmes and codes of practice as the biosafety committee thinks necessary.

3. Composition

1. Biosafety coordinator 

   The Biosafety Coordinator is a member of the Biosafety Committee and responsible for implementing the Biosafety measures, policies, and codes of practice as formulated by the Biosafety Committee.

   Credentials:
   1. Attended a structured training course given by the MOH-Approved Training Provider (MOH-ATP)
   2. Passed the examination given by the MOH-ATP
   3. Relevant experience
      
      

2. Microbiologist 

   A person having expertise in Microbiology, and knowledge in the physical and biological sciences, and laboratory practices.

   Credentials:
   1. Relevant experience and knowledge in Microbiology, physical and biological sciences, and laboratory practices.
      
      

3. Facility and Equipment Maintenance officer

   A member of the staff of the operator who is in charge of maintaining the safe and proper functioning of the facility and its equipment.

   Credentials:
   1. Relevant experience and knowledge on the proper maintenance and operation of the equipment and facility.
      
      

4. Senior Management Representative

   A person who represents the senior management.

   Credentials:
   1. Representative of the senior management
   2. Capable of giving decisions on behalf of the senior management
      
      

5. Other Personnel Qualified to Enable the BC Perform its Function

   Any other persons who, in the opinion of the operator of the facility, is sufficiently qualified or experienced to help the Biosafety Committee carry out its functions.

   Credentials:
   1. Relevant experience or educational background.
