Feedback on the Regulation of Medical Certificates by Dentists

Period to Submit Feedback: 22 April 2024 to 20 May 2024

The Ministry of Health is seeking feedback from Outpatient Dental Service licensees on its intention to impose a Regulation on all licensees to ensure that every medical certificate (MC) issued for a patient must include the name and dental council registration (DCR) number of the issuing dentist. Regulatory Requirements

In this page, you will find information for a new or existing outpatient dental service licensee on the outpatient dental service regulations and licence conditions, its applicable specified services and the allowable modes of service delivery, requirements to be a clinical governance officer and licence fees.

Please note that in addition to the requirements set out here, an outpatient dental service licensee is also required to comply with the Healthcare Services Act 2020, the General Regulations, Advertisement Regulations, Fees Regulations and the Code of Practice for Key Office Holders. When is an Outpatient Dental Service licence needed?

You will require an Outpatient Dental Service licence if you:

a. Perform any procedure and treat any disease, deficiency, deformity, malposition or lesion on or of the outpatient’s teeth or jaws or associated structures, whether intraorally or extraorally

b. Perform radiographic work in connection with the outpatient’s teeth or jaws or associated structures.

c. Administer an anaesthetic in connection with any procedure on the outpatient’s teeth or jaws or associated structures.

d. Perform any procedure on, or give any treatment, advice or attendance to, an outpatient as preparatory to, or for the purpose of or for or in connection with, the fitting, inserting, fixing, constructing, repairing or renewing of dentures or dental appliances.

e. Perform any procedure and give any treatment, advice or attendance as is usually performed or given by dentists.

f. Provide any other healthcare service that is incidental to the provision of a healthcare service mentioned in paragraphs (a) to (e), including:

i. The conduct of any simple in vitro diagnostic test on the outpatient; and

ii. The conduct of any ultrasound imaging on the outpatient.
