CareShield Life Council
Meet our CareShield Life Council members.
The CareShield Life Council has been appointed from 1 April 2026 to oversee and advise on the administration and sustainability of both the CareShield Life (CSHL) and ElderShield (ESH) schemes. he CareShield Life Council comprises 14 members from a variety of fields, including accounting, actuarial science, the healthcare and long-term care sector, academia, and more. This enables the Council to benefit from the diverse range of expertise and experiences of the members.
The Council’s Terms of Reference are to:
Make recommendations on policy and scheme parameters, including premium and benefit adjustments, to ensure that the CSHL and ESH schemes provide effective protection in an affordable and sustainable manner;
Review the administration of the CSHL and ESH schemes; and
Advise on matters related to the investment of the CSHL and ESH Insurance Fund (CEIF), and other matters as the Minister for Health may direct.
The CareShield Life Council comprises 14 members. They are:

Ms Jeanette Wong
Chairman, CareShield Life Council
Board Member, UBS Group AG
Board Member at various corporations
Ms Jeanette Wong sits on the Boards of UBS Group AG, Prudential plc, Singapore Airlines Ltd, PSA International, Jurong Town Corporation and the Board of Trustees of the National University of Singapore. She is a member of the Securities Industry Council and the chair of NUS Business School. Prior to her retirement from DBS in March 2019, Ms Wong was the DBS Group Executive responsible for the Institutional Banking Group and also a Director of DBS Bank (China) and the Chair of DBS Bank (Taiwan). She was previously the Chief Financial Officer of DBS Group between 2003 to 2008. Before joining DBS Bank, Ms Wong was at JP Morgan from 1986 to 2003 and was JP Morgan’s Singapore head from 1997 to 2003.

Mr Adam Abdur Rahman
Managing Director, Head of Communications, Asia South, Citi
Mr Adam Rahman is Citi’s Head of Communications for Asia South. Adam also directly oversees communications for Citi in Singapore where he is responsible for all internal and external communications, as well as reputational risk and issues management.
He serves as a District Councillor of the South East Community Development Council (SECDC) of Singapore which aims to assist the needy and enable greater understanding amongst various communities. Adam is also the Vice Chairman of the Singapore Institute of International Affairs and Chairs the Advisory Board of the National University of Singapore’s Faculty of Arts and Social Sciences, and is also on the Council of the Institute of Adult Learning.

Ms Adeline Kooi
Director (Social Policy), NTUC
Ms Adeline Kooi is a public policy and government affairs professional, who cares deeply about supporting people to thrive in life and at work.
Presently, she is a Director at NTUC, leading its policy advocacy and related impact activations for progressive, inclusive and safe workplaces and retirement adequacy. She supports unions, union leaders and Parliamentarians in addressing ground needs, and works with government agency stakeholders and Tripartite partners to co-create better public policies and regulations. She also has a soft spot for freelancers, self-employed persons, and caregivers, recognizing the unique challenges faced.
Ms Kooi also has policy, programme and business development experience in the private sector and public service, covering real estate and infrastructure development, asset management, clean energy and mobility technology, and market regulation.

A/Prof Akshar Saxena
Assistant Professor of Economics, Nanyang Technological University
A/Prof Akshar Saxena is Assistant Professor of Economics at Nanyang Technological University. His work sits at the intersection of health economics and public finance, with a focus on how policy can improve equity, financial protection, and healthy ageing. His research examines the design and impact of policies for chronic disease prevention, access to care, insurance utilisation, taxation, and retirement adequacy, across areas including cancer, cardiovascular disease, diabetes, disability, and mental health. He has published in leading journals including The Lancet and Nature Food, and holds several grants ranging from early childhood interventions to machine learning applications in ageing research. He has also advised governments and multilateral organisations, including the World Bank, USAID, and Bloomberg Philanthropies, on health financing, fiscal policy, and population health. He holds a Doctor of Science from Harvard University.

Dr Chen Shiling
Founder and Executive Director of Happee Hearts Movement
Dr Chen Shiling is a physician and the founder of registered IPC charity “Happee Hearts Movement’’, which runs IDHealth, a healthcare service that advocates and provides for the health needs of adults with ID and their caregivers.
She also works with Khoo Teck Puat Hospital in supporting persons with dementia and their families, is a member of the Management Committee of Dementia Singapore (DSG), and serves on the Board of AWWA. She is also a member of the Association for Persons with Special Needs (APSN) Alllied Professionals Advisory Panel.
Dr Chen is also an appointed member of the Adult Protection Team (APT), Ministry of Social and Family Development, and a member of the 4th Enabling Masterplan (EMP2030) Steering Committee. Dr Chen is also a member of the Institute of Mental Health (IMH) Clinical Ethics Committee.

Ms Chuin Ting Weber
CEO & CIO, MoneyOwl
Ms Chuin Ting Weber is the Chief Executive Officer and Chief Investment Officer of MoneyOwl, a social enterprise and financial adviser owned by Temasek Trust.
Ms Weber’s professional experience spans the public, social and financial sectors. Prior to MoneyOwl, she was Chief Investment and Asset Management Officer of the Singapore Labour Foundation.
Ms Weber holds Master of Arts and Bachelor of Arts (Honours) in Modern History degrees from Oxford University, a Bachelor of Arts degree in Chinese Language and Culture from the Beijing Language and Culture University, as well as the Certified Financial Planner (CFP®️), Chartered Financial Analyst (CFA) and Chartered Alternative Investment Analyst (CAIA) designations.

Dr Christina Tiong
CEO, Home Nursing Foundation
Dr Christina Tiong is the Chief Executive Officer of Home Nursing Foundation (HNF), where she is committed to bringing compassionate, life-affirming care closer to home. Under her leadership, HNF has expanded its reach to support frail seniors and their families through home palliative care, senior day care, community rehabilitation, and active ageing centres — enabling more people to age in the community with dignity, purpose, and joy.
A medical doctor by training, Dr Tiong brings more than 20 years of experience across patient care, healthcare operations, policy, and innovation. She has served as Chief Operating Officer at Mt Alvernia Hospital, established the Clinical Innovations Office at Tan Tock Seng Hospital, and consulted for the United Nations Health Service and Singapore’s Ministry of Health.
She holds a medical degree from the National University of Singapore and a Master of Public Health from Harvard University, and continues to champion a vision of care that is not only clinically excellent, but also deeply human.

Mr Colin Pakshong
Independent Consulting Actuary
Mr Colin Pakshong is an independent consulting actuary and a board member of various insurance companies, including Etiqa Insurance in Singapore. He was Chief Executive Officer of Tokio Marine Asia Life and has lectured at Nanyang Technological University and National University of Singapore, and run training courses for Monetary Authority of Singapore. Mr Pakshong has served on the Council of the Singapore Actuarial Society and was a member of the CPF Advisory Panel.
A/Prof Gan Wee Hoe
CEO, Eastern General Hospital
A/Prof Gan Wee Hoe is the Chief Executive Officer of Eastern General Hospital, a 1,000-bed acute general hospital slated to open in 2029. He is an Occupational Medicine specialist by training and an MOH-accredited severe disability assessor. An advocate of health-social integration, he also serves in community services organisations including Allkin, AWWA, HealthServe and Vanguard Healthcare. He is the Immediate Past President of the College of Public Health and Occupational Physicians under the Academy of Medicine, Singapore.

Mr James Tan
CEO, TOUCH Community Service
Mr James Tan is the Chief Executive Officer of TOUCH Community Services, an award-winning, multi-service non-profit organisation dedicated to empowering individuals of all ages, races, and religions to achieve sustainable transformation in their lives.
Mr Tan has positioned TOUCH as a forward-thinking and innovative leader in the social service sector, driving solutions that enable a giving spirit and create lasting societal impact. In recognition of these efforts, TOUCH received the Communities of Good Award (Large Charity) at the President’s Volunteerism & Philanthropy Awards 2025, as well as the Charity Governance Award 2023 and Charity Transparency Awards for exemplary governance practices.
Beyond his role at TOUCH, Mr Tan contributes to sector-wide initiatives through appointments on key committees and councils, including the Agency for Integrated Care’s Community Care Manpower Committee, National Healthcare Group Population Collective Leadership Council, NUS Social Service Research Advisory Board, and Beyond the Label Collective.

Ms Karen Kwa
Head of Department, Senior Principal Medical Social Worker
Ms Karen Kwa has been practising as a Medical Social Worker since 2003 and served as Head of the Medical Social Work Service at Tan Tock Seng Hospital (TTSH) from 2017 to 2026.
With a special interest in critical and end-of-life care, Karen spearheaded key initiatives at TTSH, including the development of its Critical Care Social Work service. As a leader, she guided her department through major challenges, including the COVID-19 pandemic, and consistently drove the transformation of services to improve care delivery for patients.
Ms Kwa is actively involved in shaping healthcare and social work practice and policy at both the institutional and national levels, serving in leadership roles across TTSH, the National Healthcare Group, the Ministry of Health, and the Ministry of Social and Family Development. As Co-Chair of the MOH MSW Panel, she works with leaders of the profession to drive service, capacity, and capability building, ensuring that the profession is well-placed to meet the demands of a rapidly changing health and social care environment in an effective and sustainable way. She also serves as Chair of the Vulnerable Adult Protection Review Board, reflecting her longstanding commitment to the protection and welfare of vulnerable members of society.

Mr Max Loh Khum Whai
Chairman, Competition & Consumer Commission of Singapore
Mr Max Loh was the EY (Ernst & Young) Managing Partner for Asean, Singapore and Brunei until his retirement in July 2022.
Mr Loh is currently the Chairman of the Competition & Consumer Commission of Singapore, Deputy Chairman and Audit Committee Chair of Building & Construction Authority, Board Director and Audit Committee Chair of Samudera Shipping Line Ltd, SPH Media Holdings Ltd, Communicable Diseases Agency and management companies of CapitaLand Ascott Trust. He also serves in the capacity of Chairman of the Fair Tenancy Industry Committee, Vice Chair of the Singapore Institute of Directors as well as Chairman of the Ministry of Education’s Quality Assurance Framework for Universities External Review Panel in Singapore.
Mr Loh previously served as a Board Director and Audit Committee Chair of Accounting and Corporate Regulatory Authority, Enterprise Singapore, Health Sciences Authority and Singapore Polytechnic.

Dr Yao Fengyuan
Chief, Geriatric Psychiatry, Institute of Mental Health
Dr Yao Fengyuan is Senior Consultant and Chief of the Department of Geriatric Psychiatry at the Institute of Mental Health (IMH), Singapore, where he has served for over 17 years. He holds a Bachelor of Medicine and Surgery and a Master of Medicine in Psychiatry from the National University of Singapore. Dr Yao has extensive experience in psychogeriatric care, with expertise in the management of older adults with mental health conditions, including dementia. He has led clinical programmes and quality improvement initiatives, and has contributed to the development of psychogeriatric services through research and programme work, including the development of a mobile application to train caregivers.
He holds adjunct academic appointments at Nanyang Technological University’s Lee Kong Chian School of Medicine and the National University of Singapore’s Yong Loo Lin School of Medicine. Dr Yao has served on Ministry of Health review panels for financial schemes, and has held appointments including Chairman of the First Aid and Mental Health Committee of the St John Association, and member of the Panel of Expert Advisors for Lions Befrienders Service Association.

Ms Lai Wei Lin
Permanent Secretary (Policy & Development), Ministry of Health
Ms Lai Wei Lin is the Permanent Secretary (Policy & Development) in the Ministry of Health. She oversees healthcare policies and development, to improve health outcomes for Singaporeans. A key area of her work is healthcare finance, to ensure affordable healthcare for Singaporeans and sustainability for the healthcare system.
Ms Lai also chairs the MOH Holdings (MOHH). MOHH is the holding company for the public healthcare clusters in Singapore, which delivers a range of healthcare services in close coordination with the community care sector. MOHH also provides shared services for the healthcare ecosystem, in areas such as HR and leadership, finance, IT services and infrastructure.
Ms Lai also serves on the Board of the Central Provident Fund Board and chairs its Insurance Committee. The CPFB administers key healthcare schemes (MediSave, MediShield Life and CareShield Life) on behalf of the Ministry of Health.
Ms Lai has a range of public sector experience, having served in the Ministry of Finance, Ministry of Transport, Ministry of Law, Ministry of Education and other public sector agencies.
Ms Lai was awarded the Eisenhower Fellowship in 2018.
