Question No. 708To ask the Minister for Health (a) whether vaccination certificates are given to COVID-19 vaccination programme participants and in what forms; (b) whether vaccination records will be made available on the National Immunisation Registry and accessible via Singpass; (c) whether data from the Immunisation Registry will be shared with the World Health Organisation and other countries; and (d) how does the Government determine whether vaccination records presented by visitors are authentic.
Written Answer1. All individuals who have received their COVID-19 vaccination will be provided a physical vaccination card which includes information such as their personal particulars, vaccine brand and dates of vaccinations. All local COVID-19 vaccination records are also digitally stored in the National Immunisation Registry. Individuals who have had their COVID-19 vaccination are presently able to see these records on MOH’s HealthHub app, accessible via SingPass. This can be extended to other relevant Government applications where appropriate.
2. The adoption of digital vaccination certificates locally and globally will improve our ability to ensure that certificates presented by visitors are authentic. MOH and GovTech have established a system in use today for issuing digital COVID-19 test certificates for travellers and visitors. These facilities will be extended for digital vaccination certificates. This way, vaccination information can be shared with relevant international authorities safely and securely.
3. MOH is actively engaging international counterparts and monitoring global developments on the development and recognition of vaccination certificates.
