To ask the Coordinating Minister for Social Policies and Minister for Health regarding the Medication Assistance Fund (MAF) (a) whether the Annual Value threshold is considered in conjunction with the Monthly Per Capita Household Income (PCHI) for zero-income households when determining the subsidy level; (b) if so, what methodology is used to calibrate the adequacy of the Annual Value threshold; and (c) whether the current calibration accurately reflects such households’ ability to afford MAF medications.  

Answer 

1       Patients receiving subsides under the Medication Assistance Fund scheme are currently means-tested using monthly Per Capita Household Income (PCHI) only, including those with zero income. The Ministry of Health (MOH) recognises that PCHI alone may not fully account for a household’s financial means. MOH will continue to review our means-testing approach to ensure that it remains appropriate.  

2       Where a patient faces financial difficulties, there are avenues to apply for additional assistance beyond means-tested subsidies. No Singaporean will be denied access to appropriate care due to an inability to pay.
