CLEAR DISCLOSURE OF TREATMENT COSTS AND OPTIONS BEFORE CONSENT FOR PATIENTS IN NON-SUBSIDISED WARDS

To ask the Coordinating Minister for Social Policies and Minister for Health for patients in non-subsidised wards (a) what mechanisms ensure they are given clear disclosure of treatment costs and options before consent; (b) how they are being monitored for continuity of care when transferred between specialists; and (c) what support exists for their caregivers who are required to make complex medical decisions. 

Answer 

1       For hospital admissions, patients will undergo financial counselling, including given information on estimated bill size, prior to admission. Doctors are required to explain the expected benefits and risks of treatments and procedures, including any available alternatives, before consent is taken. 

2       Where care is transferred, the usual practice is for the referring doctor to provide clinical information to facilitate continuity of care, and remains accountable for the patient until the transfer is completed.  

3       The clinical care team will guide caregivers in making difficult and complex decisions. Fortunately, many trust our doctors and clinicians, which facilitate such decision making.  

4       These practices are the norms in all wards, regardless of subsidy levels.
