ENHANCED FINANCING SUPPORT FOR CHAS DENTAL PROCEDURES AND FINANCIAL GOVERNANCE OF CHAS CLINICS

Dental fee benchmarks and Flexi-MediSave accreditation to be introduced for CHAS dental clinics to promote competitiveness and transparency of fees
The Ministry of Health (MOH) had previously announced at Budget 2025 that enhanced Community Health Assist Scheme (CHAS) subsidies for dental procedures will be implemented to improve support for dental care. To complement these significant subsidy enhancements, MOH has published fee benchmarks for 18 dental procedures under CHAS. In addition, MOH will update the accreditation requirements for CHAS dental clinics in October 2025. These measures aim to ensure affordable and accessible dental care for Singaporeans.
Enhanced financing support for CHAS dental procedures
2. From 1 October 2025, Singaporeans can benefit from:
a) Subsidy extension of up to $45.50 for ten basic and preventive dental procedures (such as scaling and polishing) to CHAS Orange cardholders.
b) Increased subsidy for seven restorative dental procedures (such as root canal treatment and dentures) for Pioneer Generation (PG), Merdeka Generation (MG), CHAS Blue and CHAS Orange cardholders.

3. From mid-2026, seniors aged 60 and above can also tap on Flexi-MediSave to offset up to $400 per year for root canal treatments and permanent crowns at CHAS dental clinics and public healthcare institutions.
Introduction of dental fee benchmarks
4. In tandem with the financing enhancements, MOH will introduce fee benchmarks for common dental procedures to provide a common reference for patients and providers, to enable better informed decisions and promote transparency in dental fees. The fee benchmarks complement the increase in government support to ensure more affordable and accessible dental care for Singaporeans.
5. The Dental Fee Benchmarking Advisory Committee (DFBAC), appointed by the Minister for Health, has developed a first set of fee benchmarks for 18 CHAS dental procedures (see Annex B for the fee benchmarks; Annex C for composition of DFBAC). For each procedure, the DFBAC reviewed past CHAS claims and took into account the variation in complexity associated with each procedure, fee clustering, and reasonableness of the fee benchmark range. The Committee also consulted professional associations and dental clinics on the principles and approach for developing the benchmarks. The recommended fee benchmarks generally reflect the majority of current charging practices for typical cases performed in private dental clinics in the primary care setting. The benchmarks will be reviewed periodically, to ensure they remain relevant and up to date.
6. The dental fee benchmarks are not meant to be strict fee caps, but rather, to serve as a reference for patients and dental clinics. Dental providers should refer to and quote the relevant fee benchmark when discussing treatment charges with patients. Patients should use these benchmarks as a reference point when considering their care options and making decisions about treatment. In this regard, the DFBAC has highlighted that fee benchmarks should be made easily available and understood by patients and dental clinics.
7. The Government accepts the Committee’s recommendations in full. From 1 October 2025, CHAS dental clinics will be required to display the fee benchmarks prominently next to their price lists. This will allow patients to use the benchmarks to have informed discussions with their dentists on their treatment options and costs. In addition, from 1 September 2026, CHAS dental clinics will be required to submit clinical justifications for CHAS subsidy claims that exceed the fee benchmarks.

Introduction of Flexi-MediSave/MediSave accreditation for CHAS dental clinics/practitioners
9. As part of the introduction of Flexi-MediSave for permanent crowns and root canal treatments at CHAS dental clinics from mid-2026, all CHAS dental clinics will be required to onboard the Flexi-MediSave scheme. In addition, we will be requiring dental practitioners in CHAS dental clinics to be MediSave-accredited. This is aligned to the approach for CHAS medical clinics and practitioners.
10. CHAS dental clinics can submit their application to onboard Flexi-MediSave from October 2025 while practitioners can start applying for MediSave accreditation from now. CHAS dental clinics that are not Flexi-MediSave-accredited by 31 December 2026 will be offboarded from the CHAS scheme.
11. MOH will continue to collaborate with all stakeholders in the primary dental care sector to ensure quality oral care is affordable and accessible to Singaporeans.
