FIRST GENERAL PRACTITIONER CLINIC TENDER AWARDED UNDER PRICE-QUALITY METHOD

Three more PQM tenders for GP clinics to be launched later this year
The Ministry of Health (MOH) and Housing & Development Board (HDB) have awarded the tender for a General Practitioner (GP) clinic at Bartley Beacon, a Build-To-Order (BTO) project in Bidadari estate1, under the new Price-Quality Method (PQM).
2. A total of 18 bids were received for the tender, which opened on 8 May 2025 and closed on 29 May 2025. Under the pilot PQM framework for GP clinics, tender proposals were evaluated based on quality (70%) and price (30%) components by MOH and HDB, respectively.
3. The tender has been awarded to BridgePoint Health Pte Ltd. The awarded monthly rent is $18,000 for the clinic space of about 100 square metres (sqm), which is twice the size of a typical clinic. This works out to $180 per sqm, which is lower than the average awarded bid of $382 per sqm for GP clinic tenders in new housing projects awarded in the last three years (2022 to 2024). In comparison, the unusually high tendered rent for the recent clinic in Tampines GreenGem was about $1,000 per sqm.
Commitment to Providing Quality GP Services
4. As part of ensuring quality of the GP services provided, under the tender requirements, the awarded tenderer will have to be onboarded to Healthier SG as part of the Primary Care Network, and will have to be Community Health Assist Scheme (CHAS) accredited.
5. In addition to the above requirements, the awarded tenderer has committed to focus on the provision of primary care services and steer away from the provision of aesthetic services. They have also committed to work with community partners, such as the Community Health Posts in Active Ageing Centres, to strengthen preventive and chronic care for residents. This includes the provision of basic ancillary services onsite such as Diabetic Retinal Photography (DRP), Diabetic Foot Screening (DFS), and nurse counselling for diabetic patients.
6. The awarded tenderer will continue to be part of the Mental Health General Practitioner Partnership (MHGPP) and manage patients with more complex mental health conditions in the community. They will also collaborate with the healthcare clusters to provide more integrated and seamless care for residents. With a larger clinic space of about 100 sqm, the awarded tenderer will also offer most of their services onsite, minimising the need for referrals.
7. MOH will follow up with the awarded tenderer to monitor and review their compliance with their tender commitments.
Upcoming GP Clinic Tenders
8. Three more GP clinic tenders will be launched under the pilot PQM framework in 2025. The next PQM tender for a GP clinic will be launched at Costa Grove, a BTO project in Pasir Ris. Another two PQM tenders, at Parc Point and Toh Guan Grove, will be launched by the end of 2025.
Providing Residents with Quality and Affordable Goods and Services
9. MOH and HDB are working closely to bring value healthcare services, that are of quality and affordable, to residents. MOH will also continue to review how ‘Quality’ is assessed under such PQM tenders to ensure that GP clinics in HDB estates can offer better quality healthcare for residents near their homes and support chronic disease management under Healthier SG.
10. To ease the transition for tenants of newly-constructed shops in new estates as residents move in, HDB has a staggered rent structure in place over the first three-year tenancy term: 80% of tendered rent in the first year, 90% in the second year, and the full tendered rent in the third year. This staggered rent structure will also apply to the GP clinic at Bartley Beacon.
11. Through adopting the PQM method for essential services such as supermarkets and coffee shops, HDB is committed to ensuring residents have access to affordable and quality goods and services in the heartlands.
