HAZE SUBSIDY SCHEME AT PUBLIC HEALTH PREPAREDNESS CLINICS AND POLYCLINICS TO CEASE FROM 12 NOVEMBER 2026
5 November 2026
As the haze situation has improved and the National Environment Agency has advised that the likelihood of transboundary haze remains low for the rest of the year, the Ministry of Health will deactivate both the Public Health Preparedness Clinic (PHPC) Scheme and Haze Subsidy Scheme (HSS) with effect from 12 November 2026.
2 HSS, which started on 12 October 2026, was implemented as a special scheme to ensure that children, elderly, and lower- to middle-income groups of Singaporeans have access to affordable care for haze-related conditions. Under this scheme, medical fees were capped at $10 for eligible Singapore citizens seeking treatment at participating General Practitioner (GP) clinic[1] or polyclinics for haze-related conditions. Public Assistance cardholders enjoy $0 out-of-pocket payment while Pioneer Generation and Merdeka Generation pay no more than $5.
3 As of 31 October 2026, more than 1,300 PHPCs have participated in the scheme, with more than 100,000 and 60,000 HSS visits made at participating PHPCs and polyclinics respectively[2].
4 The Ministry would like to express our sincere appreciation to our GP partners and polyclinics for their support during this haze season.
