HAZE SUBSIDY SCHEME TO START AT PUBLIC HEALTH PREPAREDNESS CLINICS AND POLYCLINICS FROM 12 OCTOBER 2026

In view of the deterioration in air quality due to transboundary haze, the Ministry of Health (MOH) will be activating both the Public Health Preparedness Clinic (PHPC) Scheme and the Haze Subsidy Scheme (HSS) to help Singaporeans with their haze-related medical needs.
2. The PHPC scheme aims to coordinate primary care responses and provide subsidised care during health alerts and emergencies, including Haze and more recently for COVID-19. With the activation of the PHPC and HSS schemes, participating GP clinics and all polyclinics can provide children, the elderly, and lower- to middle-income Singaporeans with affordable care for haze-related conditions.
3. From 12 Oct 2026, the following groups of Singapore Citizens will be eligible for the HSS at PHPCs:
i) Children (aged 18 and below), and elderly (aged 65 and above); or
ii) Individuals who are supported on any of the following schemes:
a. Public Assistance (PA);
b. Pioneer Generation (PG);
c. Merdeka Generation (MG);
d. Community Health Assist Scheme (CHAS) – Blue and Orange cardholders only; and
e. Medical Fee Exemption Card (MFEC).
4. All Singapore Citizens will be eligible for the HSS at the polyclinics. For the treatment of haze-related conditions at PHPCs and polyclinics under HSS, PA cardholders will enjoy fully subsidised care. PG and MG seniors will pay no more than $5, and other eligible Singapore Citizens will pay no more than $10.
5. The conditions covered under the HSS are allergic rhinitis, asthma, bronchitis, conjunctivitis, chronic obstructive pulmonary disease, upper respiratory tract infection, and their complications.
