HEALTH PLAN EXPANDED TO MORE CHILDREN

            As part of the Grow Well SG national health promotion strategy, the Ministry of Health (MOH), together with the Ministry of Education (MOE) and the Ministry of Social and Family Development (MSF), has expanded the Health Plan initiative to more children. The expansion will further strengthen the development of healthy habits from an early age by covering all Kindergarten 1 (K1) and Kindergarten 2 (K2) preschoolers as well as Primary 4 to 5 students from January 2026. Primary 6 students will continue to be supported through the school curriculum, enabling them to learn about lifestyle choices to sustain healthy habits.

2.         At the launch of Grow Well SG in January 2025, MOH announced that the personalised Health Plans under Grow Well SG would be progressively rolled out to Primary 1 to Primary 3 students in all mainstream schools across Singapore. About 114,000 Primary 1 to Primary 3 students have received their Health Plans in 2025.

Rollout of Health Plan to K1 and K2 children

3.         The preschool years are a critical period as preferences and habits are formed during this period, and become the foundation for lifelong health. Research, including findings from the Growing Up in Singapore Towards healthy Outcomes (GUSTO) study, shows that healthy behaviours are best cultivated early.

4.         The Health Plan initiative for K1 and K2 children was piloted in six preschools in July 2025, reaching approximately 840 students. Parents and preschool operators gave positive feedback, validating the approach and supporting a nationwide rollout to all K1 and K2 children.  The rollout will be implemented in phases across preschools and is expected to reach about 1,800 pre-schools by end-2026. 

5.         From January 2026, all K1 and K2 children will receive a personalised Health Plan in addition to the annual School Health Screening conducted in preschools. The Health Plan provides tailored lifestyle guidance, aligned to each child’s interests and habits based on insights from the health screening and a Lifestyle Questionnaire completed by parents at the start of the year.

6.         To support learning at home, parents will be given activity sheets to engage their children and reinforce healthy habits at home. Preschools will also receive a toolkit with resources to promote healthy habits within the school environment.

Expansion of Health Plan to Upper Primary Students

7.         As announced at the Committee of Supply (COS) Debate 2025, MOH will expand Health Plans to Primary 4 to 5 students. This expansion will take place from January 2026 as part of the School Health Screening. About 80,000 Primary 4 and Primary 5 students will benefit from the Health Plan this year. This will build on the efforts in helping students adopt healthy behaviours as they progress through the years.

8.         For Primary 6 students, from 2027, schools will use the Health Plans which students have received in their previous years and additional resources for educators such as the Grow Well SG Teacher’s Toolkit to facilitate discussion and reflection with the students on their lifestyle choices to sustain healthy habits. This will complement current practices of reiterating health messages through the school curriculum (e.g. Physical Education and Character and Citizenship Education classes).

9.         The expansion of the Health Plan reflects the Government’s continued commitment to advancing children’s health and well-being. Parents are encouraged to use their children's Health Plans alongside existing health resources to guide conversations and reinforce healthy habits at home.
