Name and Constituency of Member of Parliament
Dr Hamid Razak
MP for West-Coast-Jurong West GRC
Question No. 2318
To ask the Coordinating Minister for Social Policies and Minister for Health (a) what has been the uptake of the Haze Subsidy Scheme (HSS) since 12 October 2026, broken down by (i) polyclinics and (ii) Public Health Preparedness Clinics (PHPCs); and (b) whether the Ministry will consider extending HSS eligibility at PHPCs to also include Singapore Citizens aged between 18 and 65 with chronic respiratory conditions, who are not on any government assistance schemes.
Answer
1 Mr Speaker, my response will also answer Written Question 24 raised by Dr Hamid Razak in today's Order Paper and a similar question raised by Ms Mariam Jaafar for Oral Answer scheduled for a subsequent sitting. If the question has been satisfactorily answered, the Member may wish to withdraw the question for subsequent sitting.
2 MOH activated the Haze Subsidy Scheme (HSS) on 12 October 2026. From 12 October to 24 October 2026, polyclinics saw over 41,000 visits under HSS, while participating private General Practitioner (GP) clinics attended to over 72,000 visits. These figures are preliminary, as all clinics have yet to complete submission of all their claims.
3 HSS subsidies at private GP clinics are targeted at those with greater need. Today, among Singapore Citizens aged 19 to 64, HSS subsidies at private GP clinics are available to those who hold a CHAS Blue, CHAS Orange, Medical Fee Exemption Card, or Public Assistance card. Other Singapore Citizens who do not hold these cards may receive HSS subsidies at polyclinics.
