PRICE-QUALITY METHOD TENDER PILOT FOR PRIVATE GENERAL PRACTITIONER CLINIC AT BARTLEY BEACON

The Ministry of Health (MOH) and Housing & Development Board (HDB) will jointly pilot the new Price-Quality Method (PQM) tender approach to holistically evaluate both price and quality factors when renting out HDB shops to General Practitioner (GP) clinics. The pilot aims to improve accessibility to quality healthcare for residents near their homes, thereby enhancing liveability and convenience for residents around the estate. The pilot joint tender at Bartley Beacon1 was launched today and will close on 29 May 2025.

Instead of assessing tenders purely on rent, HDB adopts the PQM tender approach to evaluate tender proposals for supermarkets, childcare centres, and eating houses to select quality tenants to serve residents. MOH and HDB will pilot the same approach for the joint tender for the GP clinic at Bartley Beacon to better serve residents’ healthcare needs and support chronic disease management under Healthier SG.
3. Under the pilot, the quality of the tender proposal will account for 70% of the scoring criteria, and the tender price will account for the remaining 30%. HDB will evaluate the tender price (i.e., rental bid) and MOH will assess the quality of the proposals, including the following areas:
(a) Care models: e.g. whether the clinic offers multi-disciplinary care, and the range of services available for chronic disease management;
(b) Manpower quality: e.g. whether the clinic team has undergone relevant training; and
(c) Operational plans: e.g. operating hours.
4. MOH recognises that clinics which provide one-stop multi-disciplinary services for patients may require a larger space. Hence, a space of about 100 square metres has been provided for the GP clinic at Bartley Beacon, as compared to the usual 50 square metres for GP clinics for shops owned by HDB. 5. The GP clinic at Bartley Beacon is expected to commence operations in Q4 2025. Depending on the outcome of the pilot, MOH and HDB will review whether to extend this tender approach to other clinic sites in the future.
