To ask the Minister for Health (a) whether section 8(3)(ba) of the Immigration Act will be reviewed to allow foreigners living with HIV with an undetectable viral load to work and live in Singapore; and (b) if not, why not.
Answer
Section 8(3)(ba) of the Immigration Act safeguards public health and protects our residents against the transmission of Human Immunodeficiency Virus (HIV). Regulation 12 of the Immigration Regulations allows foreigners living with HIV to enter Singapore as short-term visitors but restricts long-term stay for these individuals. With new scientific advancements, the Ministry of Health periodically reviews HIV-related policies and legislation to ensure that they remain relevant.
