REVOCATION OF LICENCE TO PROVIDE OUTPATIENT MEDICAL SERVICES FOR 81 FAMILY CLINIC AND LEGACY CLINIC

From 8 May 2024, the Ministry of Health (MOH) will revoke Dr Maninder Singh Shahi’s licence to provide outpatient medical services granted under the Healthcare Services Act 2020.
2. Without a valid licence to provide outpatient medical services, Dr Maninder will not be able to operate 81 Family Clinic located at 86 Marine Parade Central, #01-670. MOH has also terminated 81 Family Clinic’s Community Health Assist Scheme (CHAS), Public Health Preparedness Clinic (PHPC) scheme and Healthier SG participation, and revoked its MediSave accreditation. This is the first time MOH has revoked a medical practitioner’s licence to provide outpatient medical services granted under the Healthcare Services Act 2020.
3. This follows a three-year suspension of Dr Maninder’s registration as a medical practitioner for 36 months from 8 January 2024 by the Singapore Medical Council (SMC) due to professional misconduct. An SMC Disciplinary Tribunal (DT) had found Dr Maninder guilty of 14 charges of professional misconduct1, relating to the inappropriate prescription of medication to treat insomnia and anxiety, failure to refer patients in a timely manner to a psychiatrist or medical specialist, and failure to maintain sufficient details in his patients’ medical records.
4. MOH had previously granted Dr Maninder license for the delivery of the outpatient medical services via:
a) the physical premises located at 86 Marine Parade Central, #01-670 under the business name of 81 Family Clinic;
b) temporary premises (such as treating patients at their residence) under the business name of Legacy Clinic; and
c) remote means (such as telehealth services) under the business name of Legacy Clinic.
5. Given the DT’s decision, MOH has assessed that Dr Maninder is no longer a suitable person to be holding a licence to provide outpatient medical services. Therefore from 8 May 2024:
a) 81 Family Clinic cannot make claims on behalf of patients under CHAS or PHPC for visit dates on and after 8 May 2024;
b) it will cease to enrol new residents and provide relevant benefits to Healthier SG enrollees under its care; and
c) its patients will not be able to use MediSave to pay for the treatment and services they receive at the clinic on and after 8 May 2024.
6. Given the suspension of his registration as a medical practitioner, MOH has also revoked Dr Maninder’s MediSave accreditation as an approved medical practitioner.
7. MOH has requested that Dr Maninder inform all affected patients to ensure continuity of care. Affected patients may wish to visit other nearby CHAS-accredited or MediSave-accredited clinics instead.
8. MOH reminds all healthcare professionals to uphold a high standard of professionalism and adhere to the SMC’s Ethical Code and Ethical Guidelines.
