UPDATED SALARY GUIDELINES FOR THE COMMUNITY CARE SECTOR TO BENEFIT MORE THAN 23,000 STAFF ACROSS COMMUNITY CARE ORGANISATIONS

The Ministry of Health (MOH) has updated the salary guidelines for the community care sector. The updated guidelines recommend an increase of about 7% or more in the annual total compensation for most job roles.
2. Community care staff play an important part in Singapore’s healthcare system, especially as MOH right-sites care from acute hospitals to community settings. There are currently more than 23,000 staff working in the community care organisations (CCOs) across Singapore.
3. First published in 2024, the MOH salary guidelines aim to help CCOs attract and retain talent by maintaining the sector’s market competitiveness and providing greater transparency to jobseekers and workers alike. CCOs should use the guidelines to enhance fairness in pay structures and salaries within their respective organisations and sector.
4. The guidelines provide the recommended starting and mid-point monthly base salaries, as well as median annual total compensation for various job roles in the sector. The updated guidelines take into account market movements since 2024. Please refer to Annex A for the 2026 guidelines, and Annex B for the 2024 guidelines.
5. While the guidelines are not mandatory, CCOs that are below the published salaries are strongly encouraged to adjust their pay packages to meet the guidelines by early 2027. Implementation may take some time, and we encourage CCO staff and job seekers to give CCOs time to review and implement the guidelines. On the other hand, organisations with compensation higher than the published salaries are encouraged to maintain their competitive position, and continue their regular salary reviews for staff.
6. We encourage CCOs to regularly review their salary levels to keep pace with the market, to better retain and attract staff. MOH will continue to monitor the salary competitiveness of community care staff against the market and review the guidelines as necessary.
