Standing Together: Prevention of Abuse and Harassment in Healthcare in Singapore

The Tripartite Workgroup for the Prevention of Abuse and Harassment of Healthcare Workers (TWG) was established in 2022 to spearhead a coordinated national effort to prevent the abuse and harassment of healthcare workers across the public, private and community care sectors.

This report documents the TWG’s work from 2022 to 2026, including the establishment of a sector-wide zero-tolerance Framework and accompanying Implementation Guides, strengthened reporting and support for affected healthcare workers, and efforts to prevent abuse and harassment through training and public education.

 The report highlights the progress made through the collective efforts of tripartite partners – government, employers and the union. These efforts have strengthened institutional support for healthcare workers, built greater awareness of what constitutes unacceptable behaviour, and reinforced the shared responsibility of healthcare institutions, healthcare workers and members of the public in fostering a culture of respect and safety in healthcare settings.
