Launched in 2018 by Senior Minister of State for Health Dr Lam Pin Min, the Licensing Experimentation and Adaptation Programme (LEAP) is a regulatory sandbox initiative to better understand new innovative services by partnering early with industry. This allows us to review an effective, efficient and appropriate way to support innovation, while delivering care that prioritises patient safety and welfare.
MOH started a regulatory sandbox for telemedicine (TM) and mobile medicine (MM) in 2018 to better understand the risks and co-create corresponding risk mitigation measures with the industry in the use of these service delivery models prior to licensing under the Healthcare Services Act (HCSA) come 2023. As of February 2021, MOH has successfully achieved the objectives set out, and will be closing the sandbox for TM and MM.
As part of the transition to licensing, MOH will be listing direct TM service providers who have demonstrated awareness of the risks and benefits of TM, put in place measures to address these risks, and agreed to comply with safe TM practice guidelines set out by the Ministry. MOH will continue to create regulatory sandboxes for other new and innovative healthcare services, beyond TM and MM. Keep an eye on this page for updates!
