The Government offers a number of financing schemes to help Singapore Citizens with the costs of conception support, and maternity and newborn care.

What are the Marriage and Parenthood Schemes?
The Government offers a number of financing schemes to help Singapore Citizens with the costs of conception support, and maternity and newborn care. These schemes are covered by your MediSave or MediShield plans except for the Assisted Reproduction Technology Scheme, which is a Government co-funded scheme.
The details of these schemes are outlined below.
Government co-funding scheme for Assisted Conception Procedures at public hospitals
What are the benefits?
Eligible couples undergoing Assisted Conception Procedures (ACPs) in public Assisted Reproduction (AR) centres can receive up to 75% in co-funding from the Government with effect from 1 January 2020. The co-funding will cover:
Assisted Reproduction Technology (ART) treatment, for a maximum of 3 fresh and 3 frozen ART cycles.
Government co-funding for up to 2 out of the existing 6 co-funded ART cycles for women aged 40 and above

Government co-funding for up to $1,000 per cycle for 3 cycles of Intra-Uterine Insemination (IUI).

The amount of co-funding varies, depending on the citizenship of the couple. Details are below.

The co-funding scheme covers ART procedures such as in-vitro fertilisation (IVF) and its variations (with or without intracytoplasmic sperm injection (ICSI), in-vitro maturation, donor cycles and double stimulation cycles), as well as gamete intra-fallopian transfer (GIFT). All standard procedures that are part of a patient's ART treatment process, including any well-established and evidence-based clinical procedures that couples undergo prior to the start of ART treatment as preparatory treatments, can be considered for co-funding.
Who is eligible?
You are eligible for ACP co-funding at public AR centres if you meet ALL of the following criteria:
For ART Co-Funding:
You are below 40 years of age at the start of the ART cycle (except for the last two cycles of ART);
You have not already received 3 co-funded fresh and 3 co-funded frozen cycles in the past;
You have been assessed by a doctor to have met the clinical requirements for ART2;
You OR your spouse must be a Singapore Citizen at the start of the ART cycle.
2 Investigations and tests are required to determine if a couple has met the clinical criteria to undergo ART treatment, and this process may take up to 3 months before a couple can commence their ART cycle.
How do I apply?
No application is required. Co-funding is automatically accorded based on your eligibility.

Government co-funding scheme for Preimplantation Genetic Testing for Monogenic/Single Gene Defects (PGT-M) and Chromosomal Structural Rearrangements (PGT-SR)
What are the benefits?
Eligible couples undergoing Preimplantation Genetic Testing for Monogenic/Single Gene Defects (PGT-M) and Chromosomal Structural rearrangements (PGT-SR) at approved providers can receive up to 75% in co-funding from the Government subject to co-funding caps. The co-funding will cover:
Up to 6 co-funded PGT-M/SR(in any combination) cycles.
Government co-funding for up to 2 out of the existing 6 co-funded PGT cycles for women aged 40 and above3

Co-funding will be provided for individual stages of the PGT cycles. The amount of co-funding for each PGT stage varies, depending on the citizenship of the couple. Co-funding for embryo biopsy is only available at public AR centres. Co-funding for laboratory work-up and testing is only available for specimens sent to the a public hospital4 that offers PGT-M and PGT-SR services.

Who is eligible?
You are eligible for PGT co-funding if you meet ALL of the following criteria:
You are below 40 years of age at the start of the PGT-M or PGT-SR cycle (except for the last 2 cycles);
You have not already received 6 co-funded PGT-M/SR cycles in the past;
You have been assessed by your attending AR practitioner to have met the clinical requirements for PGT-M or PGT-SR;
You OR your spouse must be a Singapore Citizen at the start of the PGT cycle.
How do I apply?
No application is required. Co-funding is automatically accorded based on your eligibility.

Other financing schemes
MediSave for Assisted Conception Procedures and PGT-M/PGT-SR
To help couples better afford the cost of treatment for ACPs such as IVF and intra-uterine insemination (IUI), a couple may withdraw $6,000 for the first cycle, $5,000 for the second cycle and $4,000 for the third and subsequent cycles from the patient's or the patient's spouse's MediSave. A lifetime MediSave withdrawal limit of $15,000 per patient applies.
Couples who are clinically eligible for PGT-M and PGT-SR can also tap on their MediSave to offset the costs of these procedures. The combined cost of the PGT-M or PGT-SR, and the associated ACP cycle, will be subject to the prevailing MediSave limits for ACP as specified above.
If an ACP is not completed due to non-medical reasons, MediSave cannot be used to cover the costs of the incomplete cycle.

MediSave Maternity Package
This covers delivery expenses, as well as pre-delivery medical expenses such as consultations and ultrasound, in public and private hospitals. You may withdraw:
Up to $900 for pre-delivery medical expenses,
An additional surgical withdrawal limit ranging from $1,120 to $2,770 depending on the type of delivery procedure, and
Up to $1,130 per day for the first two days of admission and $400 per day from the third day onwards for the hospital stay.
Who is eligible?
For obstetrics cases from 1 November 2016, MediSave can be used to pay bills incurred in delivery.
How do I apply?
To claim pre-delivery charges from MediSave, present the bills incurred for pre-delivery medical care to the hospital where your baby was delivered. The hospital will submit these bills to the CPF Board for you, together with the delivery expenses. The amount of MediSave that can be used is the lower of the actual bill or the MediSave withdrawal limit.
MediSave Grant for Newborns
All Singapore Citizen babies will have a MediSave account automatically created in their name upon registration of birth. For babies born after 1 April 2025, a MediSave grant of $5,000 will be deposited into their MediSave account.
This grant can help you defray the costs of your child’s healthcare expenses, such as MediShield Life premiums, recommended childhood vaccinations, hospitalisation and approved outpatient treatments.

MediShield Life Coverage from birth
MediShield Life is a mandatory basic health insurance that helps to pay for large hospital bills and selected costly outpatient treatments such as dialysis and chemotherapy for cancer. It is basic because it is sized for subsidised treatments in public hospitals. All Singapore Citizen babies, including those with congenital and neonatal conditions, are automatically covered by MediShield Life, for life.
You can tap on the MediSave Grant for Newborns to pay for your baby’s MediShield Life premiums. There are also further Government subsidies available to keep premiums affordable for the first four years such as Premium Subsidies for the lower- to middle- income. For those who are needy and are unable to pay their share of premiums even after subsidies, the Government will provide Additional Premium Support, to help them further with the payment of their MediShield Life premiums.
