Action Plan for Successful Ageing

The Action Plan for Successful Ageing serves as a national blueprint to identify and address the needs of our seniors. Developed with multiple stakeholders across various domains including government agencies, non-profit organisations, unions and with feedback from citizens, it charts the way forward for Singaporeans to age gracefully and purposefully. The Action Plan was first launched in 2015 by the Ministerial Committee on Ageing (MCA).

MCA is refreshing the Action Plan to ensure that it continues to remain relevant to current and future seniors. The Refresh of the Action Plan centers around a Whole-of-Society approach that harnesses the energies of all people to come together and build an inclusive society that celebrates our seniors.

The Citizens’ Panel was jointly organised by MOH, MCCY, and MOM, to encourage Singaporeans to partner the Government in co-creating solutions for our seniors to age purposefully and actively. Across 4 weeks in September and October, 46 Singaporeans from all walks of life, aged 25 to over 65, gathered virtually to brainstorm, develop and refine ideas, to create meaningful and sustainable solutions on how to enable our seniors to age well by contributing in the community and at the workplace. The participants were also supported by guest speakers and resource persons from academia, non-governmental organisations, community partners, the private sector, and seniors themselves, who shared their insights on the current landscape of senior contribution.

Panel's Recommendations

On the final session of the Citizens’ Panel held over Zoom on 23 October 2021, participants presented a total of 9 initiatives to a Government Panel comprising Second Minister for Health, Mr Masagos Zulkifli and senior Government officers from MOH, MCCY and MOM.

The Government Panel listened to the proposed initiatives and gave their feedback and encouragement, sharing that they were heartened at the depth and thought that went into each idea, and exhorted the participants to champion their projects beyond the Citizens’ Panel.

The Journey Continues

The Government has also issued a response to the report after thorough assessment of the recommendations, and having explored potential partnerships with community partners. Beyond the conclusion of the Citizens’ Panel, the Panel members continue to develop their recommendations and lead in the implementation of their community-driven ideas.
