The MediShield Life Council has been set up to review the administration of the MediShield Life scheme and ensure that it is in line with the policy intent. The Council will provide recommendations to the Minister on the policy and scheme design of MediShield Life, such as providing advice on scheme design, considering appeals for Additional Premium Support and deciding on the guidelines for the recovery of premiums.
 

The Council’s Terms of Reference are:

  • To make recommendations to the Minister for Health on policy and scheme parameters to ensure that the MediShield Life scheme provides effective protection for Singapore Citizens and Permanent Residents in an affordable and sustainable manner;
  • To review the administration of the MediShield Life scheme to ensure alignment with the directions of the Council; and
  • To advise the Minister for Health on matters related to the investment of the Fund, and any other matters related to the Scheme or the Fund as the Minister for Health may direct.

Mrs Fang


Mrs Fang Ai Lian
Chairman, MediShield Life Council
Former Chairman, Ernst & Young

Mrs Fang Ai Lian is a Fellow of the Institute of Chartered Accountants in England and Wales and the Institute of Certified Public Accountants in Singapore. She was formerly an Advisor at the Far East Organisation and Chairman of Board of Trustees at the Singapore Business Federation. Mrs Fang is also a former Chairman of Great Eastern Holdings Limited, Tax Academy of Singapore and Charity Council. She served as a Nominated Member of Parliament from 2002 to 2006 and received the Public Service Medal in 2001, the Public Service Star in 2009 and the Public Service Star (Bar) in 2021.


Mr Hee


Mr Hee Theng Fong
Deputy Chairman, MediShield Life Council
Arbitrator and Mediator, The Arbitration Chambers

Mr Hee Theng Fong is an Arbitrator and Mediator with The Arbitration Chambers, and a Specialist Mediator and Ambassador (China) for the Singapore International Mediation Centre (SIMC). He was formerly a Consultant at Eversheds Harry Elias LLP and has handled over two hundred cases in civil litigation and international arbitration as an arbitrator or a counsel. He served as a Director of Singapore Chinese Cultural Centre and Chairman of Citizenship Committee of Inquiry under the Immigration & Checkpoints Authority (ICA). He is a panel member on the Accounting and Corporate Regulatory Authority’s (ACRA) Complaints and Disciplinary Panel. He was awarded the Public Service Medal (BBM) in 2015 and appointed as a Justice of the Peace (JP) in April 2018.


Mrs Hauw


Mrs Hauw Soo Hoon
Operating Partner, iGlobe Partners (II) Pte Ltd

Mrs Hauw Soo Hoon is an Operating Partner at iGlobe Partners (II). She has more than 30 years of corporate and regulatory experience in the insurance industry, and is a Fellow of the Institute of Actuaries and a Distinguished Fellow of the International Association of Insurance Supervisors (IAIS). Mrs Hauw is a Board member at the Singapore Deposit Insurance Corporation and Special Needs Trust Company. She was formerly the Executive Director of the Insurance Supervision Department at the Monetary Authority of Singapore, a former member of the MediShield Life Review Committee and the CPF Advisory Panel.

Mr Shekaran Krishnan is a Partner at Ernst & Young LLP and Fellow of the Institute of Singapore Chartered Accountants. He is currently Vice-President of Singapore Indian Development Association (SINDA) and a Member of the Accounting Standards Council (ASC).

Dr Tan Yew Oo
Specialist in Medical Oncology, Icon Cancer Centre Farrer Park

Dr Tan Yew Oo is a Specialist in Medical Oncology to Farrer Park Hospital, Gleneagles Hospital, Mount Elizabeth (Orchard) Hospital and Mount Alvernia Hospital. He is also a board member of the Eastern Health Alliance Pte Ltd, a healthcare cluster of Changi General Hospital. Dr Tan formerly served as the Chairman of National Committee on Cancer Control, board member of the Singapore Health Services Pte Ltd and provided expert advice for several other medical committees formed by the Ministry of Health. He was instrumental in setting up the specialty of Medical Oncology at Singapore General Hospital and later National University Hospital.

Prof Walter Tan is currently Medical Director of Raffles Hospital, Singapore. He also holds the appointment of Adjunct Professor of Surgery at the Department of Surgery, National University of Singapore and National University Hospital. He was previously Chief of Surgery at National University Hospital and Head of the Division of Plastic & Reconstructive Surgery. He was also past Master of the Academy of Medicine, Singapore.


Prof Chia


Prof Chia Sing Joo
Medical Director, Senior Consultant Urologist, ML’ve UroCare Center

Dr Chia Sing Joo is a Senior Urologist cum Medical Director at ML’ve URoCare Center. He also holds the appointment of Associate Professor of Surgery at the Department of Surgery, National University of Singapore.
Dr Chia held key positions in to Tan Tock Seng Hospital, including the Head of General Surgery Department (2001-2010), Divisional Chief of Surgery (2005-2014), the Founding Head of Urology Department (2011-2012) and Medical Director of Pearl Services (2011-2018) as well as few professional appointments such as Academy of Medicine (Singapore), Chapter of Surgeons (2009-2014), Chapter of Urology under College of Surgeons (2014-2016) as well as the Ministry of Health (Singapore) Specialist Board Training Committee (2005-present), among others. Dr Chia received National Day Awards for SARS in 2003, National Healthcare Humanity Award in 2009, National Healthcare Group Distinguished Achievement Award in 2014 and TTSH Long Service Awards in 2017.

Mr Lee is Managing Director of One North Capital Pte. Ltd. He is a member of the Board of Trustees of the National University of Singapore, where he chairs its Investment Committee. Ms Kohe Hasan is a partner with Reed Smith’s Singapore office and is a director of Resource Law LLC, Reed Smith's Singapore alliance partner law firm, which she was instrumental in setting up in June 2016. She has been in practice for about 15 years and is experienced in all forms of litigation and arbitration, particularly in power, international trade, commodities and transportation disputes.
Outside of law, Ms Kohe Hasan volunteers actively and is a Board Member of the International Union Against Tuberculosis and Lung Disease Asia Pacific Ltd. She is also actively involved in the Singapore Malay Chamber of Commerce and Industries.

Emeritus Consultant, Tan Tock Seng Hospital

Prof Chee is an Emeritus Consultant at Tan Tock Seng Hospital and a Senior Advisor for the National Healthcare Group. He is currently the President of the Singapore Medical Council, Chairman of the Agency for Clinical Effectiveness Council and Chairman of the National GP Advisory Panel. He received the Public Administration Silver Medal in 1991, Public Administration Gold Medal and Public Service Medal in 2006.

Mr Chan Yeng Kit
Permanent Secretary, Ministry of Health

Mr Chan Yeng Kit was appointed Permanent Secretary (Health) in December 2019. Prior to this, he was Permanent Secretary (Defence) from 2013 to 2019, Permanent Secretary (Defence Development) from 2012 to 2013, and Permanent Secretary (Information, Communications & the Arts) from 2008 to 2012.
Mr Chan’s career has spanned a range of appointments in Government, the labour movement, and the private sector. These include management positions in the Public Service Division, National Trades Union Congress, Singapore-Suzhou Township Development Pte Ltd, Ministry of Trade & Industry, Ministry of Defence, and Ministry of Education. He was Chief Executive Officer of the Infocomm Development Authority of Singapore from 2005 to 2007. He was awarded the Singapore Armed Forces National Serviceman of the Year Award in 1999, conferred the Public Administration Medal (Silver) in 2000, and the Public Administration Medal (Gold) in 2010. 





Mr Kenny Tan
Deputy Secretary (Workforce), Ministry of Manpower

Mr Kenny Tan is the Deputy Secretary (Workforce) at the Ministry of Manpower (MOM). His mission is to enable all Singaporeans to achieve career progression and retirement adequacy. MOM works closely with our tripartite partners to implement active labour market programmes and foreign workforce policies to support economic and workforce transformation, creating good jobs for Singaporeans. Through the Central Provident Fund Board, MOM also implements the national social security savings scheme. Prior to MOM, Kenny has held various positions in the Ministry of Home Affairs, Ministry of Finance and Singapore Police Force. He currently serves on the board of the Singapore Land Authority.
