The Social and Health Manpower Development Programme (SHMDP)
Background
The Social & Health Manpower Development Programme (SHMDP) was launched by the Ministry of Health (MOH) in 2002. Administered by the Agency for Integrated Care (AIC) since 2009, SHMDP aims to develop the manpower capabilities of ILTC staff and improve the quality and range of services in Singapore.
Since its inauguration, many ILTC staff have utilised the fundings for local and overseas training to advance their skillsets, their respective fields of expertise. ILTC staff intending to apply for HMDP-ILTC should do so through their employing ILTC institutions to SHMDP Secretariat.
SHMDP provides the following two funding schemes:
- Fellowship:
The scheme provides funding support for medical, nursing, allied healthcare professional and administrator/care support staff to pursue ILTC-relevant training or skills upgrading at local or overseas institution.
- Visiting Expert:
This scheme provides funding support for ILTC institution to invite overseas or local experts who specialise in areas relevant to the ILTC sector to impart their skills and share their knowledge with the local audience in ad-hoc platforms such as lectures, seminars, workshops and visits to the ILTC institutions.

Eligibility Criteria
SHMDP is open to ILTC Institutions that meet the following criterias:
- ILTC institutions that are operated as Voluntary Welfare Organisations (VWOs) registered as charities with MOH or receive funding for the provision of ILTC services from MOH; or
- Private ILTC institutions receiving portable subsidies from MOH; or
- 3rd party service providers with Institutions of Public Character (IPC) status, providing supporting healthcare services to VWOs providing ILTC services, as above.
*Intermediate and Long Term Care (ILTC) refers to the range of healthcare services outside of acute hospitals which patients may require after an acute hospitalisation when their acute medical conditions have stabilised. ILTC service institutions include Community Hospitals, Chronic Sick Hospitals, Nursing Homes, Inpatient Hospice Care, Day Rehabilitation Centres for Elderly, Dementia Day Care Centres, Psychiatric Day Care Centres and Rehabilitation Homes, Home Medical, Home Nursing, Home Hospice Care Services and such other institutions deemed to be providing ILTC services by MOH.

Post-Training Claims and Reports
Awardees who have completed their trainings must submit a report to SHMDP Secretariat through the host ILTC Institution within 3 months from the completion date of training. The report must be endorsed by the CEO or equivalent of the awardee’s institution. For knowledge sharing purposes, the report will shared with the ILTC sector.
The employing ILTC Institution may consider registering the awardee for the “Report Writing” course arranged by AIC Learning Institute. Please refer to AIC Learning Institute website www.aic-learn.sg for course information. Awardees will also be invited to share their key learning points at various ILTC learning platforms.
All claims, together with the relevant supporting documents and training reports, shall be submitted within 3 months from the completion date of training. Incomplete and late claims will not be accepted.
