1.   The Guidelines on Aesthetic Practices for Doctors' was launched in July 2008 by the College of Family Physicians Singapore (CFPS) and Academy of Medicine Singapore (AMS), and was endorsed by the Singapore Medical Council (SMC) as a standard for aesthetic practice for doctors. An Aesthetic Practice Oversight Committee (APOC) has been formed under the SMC to regulate doctors engaged in aesthetic practices in accordance with the Guidelines. An updated copy of the guidelines is enclosed at Annex A for your reference.

2.   With effect from 1 November 2008, the Ministry of Health will be introducing additional licensing terms and conditions on all medical clinics and hospitals under the Private Hospitals and Medical Clinics (PHMC) Act to regulate the practice of List B aesthetic procedures (See Annex B). Licensees of healthcare institutions providing List B procedures must comply with the terms and conditions and inform their doctors to list themselves with the SMC APOC. The Ministry will be assisting SMC APOC to conduct periodic audits on healthcare institutions providing List B procedures in order to assess their compliance with the Guidelines and the terms and conditions in Annex B.

3.   Please note that the Ministry may, at any time, issue orders for the suspension or termination of any List B procedure in any healthcare institution should the conduct or outcome of the procedure be deemed unacceptable, or if subsequent evidence suggests that the procedure is unsafe or ineffective for its attended application.

4.   No medical clinic or hospital shall carry out any aesthetic procedure that is neither classified under List A nor List B in the 'Guidelines on Aesthetic Practices for Doctors' unless specific direction for such a procedure has been given by SMC APOC. Healthcare institutions providing such procedures shall be subject to the same terms and conditions specified in Annex B unless otherwise notified.
