CareShield Life 2025 Review
An overview of the CareShield Life Council’s recommendations for past reviews.
The CareShield Life Council has completed a comprehensive review of CareShield Life to ensure that the scheme remains relevant to Singaporeans in light of the evolving long-term care landscape and rising long-term care costs. In particular, the Council has recommended changes to CareShield Life benefits, coverage, and premiums to better protect Singaporeans against long-term care costs in a sustainable manner.
On 27 August 2025, the Government announced that it accepted the Council’s recommendations in full. To help Singaporeans manage the premium increases, the Government will provide an additional $570 million in support on top of existing premium subsidies over the next five years. These changes will be implemented progressively from 1 January 2026. No one will lose CareShield Life coverage due to an inability to pay their premiums.

Past Reviews
ElderShield 2018 Review
The ElderShield Review Committee conducted a major review of the ElderShield Scheme, to better address the needs of Singaporeans who were met with severe disability, especially during their old age. The Council recommended enhancing ElderShield coverage, benefits, premiums, and administration, as part of a national effort to strengthen our social safety nets.
On 10 July 2018, the Government announced that it accepted all of the Committee’s recommendations and announced the launch of CareShield Life, which would provide Singaporeans with lifetime protection for long-term care. The Government also provided $2 billion to support the launch of CareShield Life. These changes were implemented from 2020 onwards.
