MediShield Life Council
The MediShield Life Council makes recommendations to the Minister for Health on policy and scheme parameters, administration of the scheme and on matters related to the MediShield Life Fund.
The Council’s Terms of Reference
To make recommendations to the Minister for Health on policy and scheme parameters to ensure that the MediShield Life scheme provides effective protection for Singapore Citizens and Permanent Residents in an affordable and sustainable manner;
To review the administration of the MediShield Life scheme to ensure alignment with the directions of the Council; and
To advise the Minister for Health on matters related to the investment of the Fund, and any other matters related to the Scheme or the Fund as the Minister for Health may direct.

Mr Lee Ming San
Chairperson, MediShield Life Council
Managing Director, One North Capital

Mr Lee is Managing Director of One North Capital Pte. Ltd. He is a member of the Board of Trustees of the National University of Singapore, where he chairs its Investment Committee. He is also a member of the Governing Board of Duke-NUS Medical School. Mr Lee is Chairman of Seatown Holdings Pte. Ltd. and a Director of Seviora Pte. Ltd., St. Gallen-Singapore Foundation and Trailblazer Foundation.
Mrs Hauw Soo Hoon
Deputy Chairperson, MediShield Life Council
Operating Partner, iGlobe Partners (II) Pte Ltd
Mrs Hauw Soo Hoon is an Operating Partner at iGlobe Partners (II). She has more than 30 years of corporate and regulatory experience in the insurance industry, and is a Fellow of the Institute of Actuaries and a Distinguished Fellow of the International Association of Insurance Supervisors (IAIS). Mrs Hauw is a Board member at the Singapore Deposit Insurance Corporation and Special Needs Trust Company. She was formerly the Executive Director of the Insurance Supervision Department at the Monetary Authority of Singapore, a former member of the MediShield Life Review Committee and the CPF Advisory Panel.
Prof Chee Yam Cheng
Emeritus Consultant, Tan Tock Seng Hospital
Prof Chee is an Emeritus Consultant at Tan Tock Seng Hospital and a Senior Advisor for the National Healthcare Group. He is currently the President of the Singapore Medical Council, Chairman of the Agency for Clinical Effectiveness Council and Chairman of the National GP Advisory Panel. He received the Public Administration Silver Medal in 1991, Public Administration Gold Medal and Public Service Medal in 2006.
Dr Cynthia Chen
Assistant Professor, Saw Swee Hock School of Public Health, National University of Singapore

Dr Cynthia Chen is Assistant Professor at Saw Swee Hock School of Public Health, National University of Singapore. Her research focuses on public health and economics of ageing. She led modelling studies assessing cost-effectiveness of interventions, and conducted microsimulation projections on disease burdens.

Chief Executive Officer, Ng Teng Fong General Hospital & Jurong Community Hospital

Dr Dan Yock Young is currently CEO of Ng Teng Fong General Hospital and Jurong Community Hospital. He is Associate Professor in Dept of Medicine at NUS Yong Long Lin School of Medicine. He previously served as Deputy Director General of Health (Heath Services) at Ministry of Health from 2020 to 2023. He received the Public Administration Medal (Gold)(Covid-19) in 2023, Public Administration Medal (Silver) and Public Administration Medal (Bronze)(Military) in 2024.
Dr Ho Kok Sun
Consultant Colorectal & General Surgeon, Ho Kok Sun Colorectal

Dr Ho Kok Sun is a specialist colorectal surgeon who graduated from the National University of Singapore in 1993. He obtained his Master of Medicine in Surgery and became a fellow of the Royal College of Surgeons of Edinburgh in 1998. After completing his general surgery training in 2002, he pursued a fellowship at Cleveland Clinic Florida, specialising in colorectal surgery.
He has held several leadership positions, including President of College of Surgeons Singapore, President of the ASEAN Society of Colorectal Surgeons, and President of the Society of Colorectal Surgeons (Singapore). Currently, he serves as assistant master of the Academy of Medicine Singapore.
Dr Ho specialises in minimally invasive colorectal surgery and advanced therapeutic endoscopy, including the use of colon stents for cancer complications. In 2018, he was appointed to a Ministry of Health committee tasked with establishing national benchmarks for medical fees.
Ms Kohe Hasan
Co-founder and CEO, M Kapital Consulting

Ms Kohe Hasan is the CEO and Co-Founder of M Kapital Consulting Pte Ltd. With over two decades of experience as a senior commercial lawyer in leading international law firms, including being Reed Smith's first female partner in Singapore, she is a distinguished legal expert specialising in international commercial disputes and corporate matters, particularly in the energy, renewables, commodities, and mining sectors across emerging markets in Southeast Asia. Beyond her legal practice, Ms Kohe Hasan serves as the Honorary Consul of the Republic of Ghana in Singapore and sits on the boards of the Singapore National Employers’ Federation, including directorships at the Singapore Co-operation Enterprise, AMP Co in Japan and Maldives HDFC, demonstrating her commitment to both public service and business development across various sectors.
Dr Kong Hwai Loong
Specialist in Medical Oncology, ICON Cancer Centre

Dr Kong is a medical oncologist from ICON Cancer Centre Singapore. He is an Adjunct Associate Professor at National University of Singapore, a visiting specialist in Medical Oncology at the National University Healthcare System, and a Tutor and Examiner at the Lee Kong Chian School of Medicine. He was previously the Executive Director of the Biomedical Research Council and Deputy Managing Director for the Agency for Science, Technology and Research (A*STAR). In addition to his medical and postgraduate medical qualifications, Dr Kong has an MBA degree from the Massachusetts Institute of Technology, USA. He was the first Singaporean doctor to be awarded the American Society of Clinical Oncology Merit Award. For his accomplishments in biomedical research, he was conferred the Singapore Young Scientist Award. He is a two-time winner of the Singapore Youth Award. He was also conferred a National Day Award for his contribution to scientific research and research administration in Singapore. Dr Kong has held a number of leadership positions in the medical and biomedical fraternities, and he is a Governor of the Raffles Girls’ School.
Mr Marcus Ho
Co-Founder, Loopedin Singapore

Mr Marcus Ho is the Co-Founder of Loopedin Pte Ltd, an ecotechnology packaging company built on a circular economy model. He has 20 years of corporate experience in the insurance industry, and is a Fellow of the Institute of Actuaries. Mr Ho is also a former Non Executive Director of Infinitum Financial Advisory, now known as Income Advisory Financial Advisers.
Ms Olivia Khoo
Deputy Director, Division of Allied Health, Singapore General Hospital

Ms Olivia Khoo is the Deputy Director at the Division of Allied Health, Singapore General Hospital (SGH). She oversees the Departments of Medical Social Services and Psychology as the Psychosocial and Care Section of the Division. She was the Head of Department of Medical Social Services from 2016 to 2024 and has been a medical social worker (MSW) in SGH for more than 20 years. Olivia had served as a member at the Council of Agency of Care Effectiveness (ACE) from 2019 to 2022, as well as the MSW professional panel at MOH.

Mr Shekaran Krishnan is a Partner at Ernst & Young LLP and Fellow of the Institute of Singapore Chartered Accountants. He is currently Vice-President of Singapore Indian Development Association (SINDA) and a Member of the Accounting Standards Council (ASC).
Ms Shirley Loo
Director (Economic Policy), NTUC
Executive Secretary, Union of Security Employees

Ms Shirley Loo is Director of Economic Policy at NTUC, where she leads efforts to shape policies that support workers and inclusive growth. She works with unions, government, and industry to address job security, fair wages, and workforce transformation. Known for her practical approach and strong collaboration, Shirley represents NTUC in national and international forums, contributing to discussions on economic and labour issues.
Mr Zakir Hussain
Associate Editor, The Straits Times

Mr Zakir is currently Associate Editor at The Straits Times, a role he has had since 2022. He joined the publication in 2005 as a political reporter and has reported on politics and policy issues, as well as social and economic developments. He has had stints as Indonesia bureau chief, political editor, foreign editor, news editor and Singapore editor. He is a trustee of The Straits Times School Pocket Money Fund, and sits on the boards of the Housing and Development Board and the Malay Heritage Foundation. He graduated with a bachelor's degree in history and politics from Oxford University, and has a Masters in journalism from Columbia University, both obtained on SPH scholarships.

Ms Lai Wei Lin
Permanent Secretary (Policy and Development), Ministry of Health

Ms Lai Wei Lin is the Permanent Secretary (Policy & Development) in the Ministry of Health. She oversees healthcare policies and development, to improve health outcomes for Singaporeans. A key area of her work is healthcare finance, to ensure affordable healthcare for Singaporeans and sustainability for the healthcare system. Ms Lai chairs the Ministry of Health Holdings (MOHH). MOHH is the holding company for the public healthcare clusters in Singapore, which deliver a range of healthcare services in close coordination with the community care sector. MOHH also provides shared services for the healthcare ecosystem, such as HR, finance, IT and infrastructure services. Ms Lai also serves on the Board of the Central Provident Fund Board and chairs its Insurance Committee. The CPFB administers key healthcare schemes (MediSave, MediShield Life and CareShield Life) on behalf of the Ministry of Health. Ms Lai has a range of public sector experience, having served in the Ministry of Finance, Ministry of Transport, Ministry of Law, Ministry of Education and other public sector agencies. Ms Lai was awarded the Eisenhower Fellowship in 2018.
Mr Kenny Tan
Deputy Secretary (Workforce), Ministry of Manpower

Mr Kenny Tan is the Deputy Secretary (Workforce) at the Ministry of Manpower (MOM). His mission is to enable all Singaporeans to achieve career progression and retirement adequacy. MOM works closely with our tripartite partners to implement active labour market programmes and foreign workforce policies to support economic and workforce transformation, creating good jobs for Singaporeans. Through the Central Provident Fund Board, MOM also implements the national social security savings scheme. Prior to MOM, Kenny has held various positions in the Ministry of Home Affairs, Ministry of Finance and Singapore Police Force. He currently serves on the board of the Singapore Land Authority.
